Prior to later in the day announcement to run for the Democratic Party race for Arkansas’ 2nd District Congressional seat, Speaker of the House Robbie Wills discussed jail overcrowding issues and the importance of successful re-entry of non-violent prisoners into the world of work and community. He referenced Act 679 of 2005, legislation which has potential to help transition prisoners who are within 90 days of their release from a $60 per day prison setting to a $24 per day treatment center.
Arkansas’ Drug Director, Fran Flener, reminded the group that Arkansas is number one, per capita, in the U.S. for meth lab seizures. Manufacturers of meth have adjusted to behind the counter laws by engaging in ‘smurfing’, where groups are sent out to purchase the cold meds containing ingredients needed to manufacture meth.
