AREA V METHAMPHETAMINE PROTOCOL ADDENDUM
CONTENTS OF THE METH ON-CALL BAG
1. Wilson Golf Bag (multiple pockets)
2. Plastic drop cloth to encase contaminated cloths, Nitrile gloves and mask.
3. Respiratory masks (NIOSH 100-NIOSH 95 acceptable).
4. "Nitrile" gloves.
5. Camera (Digital - Law enforcement may have camera to assist with).
6. Small, medium, and large smocks and/or paper suits.
7. Three blankets or sheets.
8. Evidence bags to place children’s clothing in (scent free garbage disposal bags).
9. Stuffed animals (3). Freezers bags included for stuffed animals
10. Sharpie permanent markers
11. ½" 3 ring notebook with tab dividers & sheet protectors
12. DCFS forms:
State Protocol and Area V Addendum for meth exposed child.
Medical passport.
Current on-call schedule.
"Foster Child Meth Exposure" forms for the foster parents to sign off on to verify that they have been notified that the child has been exposed to meth.
A copy of the "Receipt for Clothing Evidence Property Form" to verify child(rens) clothing and property.
Accountability form.
13. Other supplies as provided by DCFS per needs of child. For example:
Diapers
Bottles/pacifiers
Formula
Socks
Receiving blankets
AREA V DECONTAMINATION METHOD
From the ON-CALL METH BAG,
1. Lay out a sheet of plastic outside the contaminated area
2. Don nitrile gloves and appropriate respiratory protection (EX:NIOSH 100 mask or NIOSH 95)
3. Take a picture of the minor with contaminated clothing on
4. Locate minor in center of plastic sheeting (if outside, CPS worker to be up wind of minor)
5. Remove outer clothing garments and leave on plastic
6. Clothe minor in smock or scrub (Area V WILL NOT use plastic to wrap the child up instead we will use smocks, paper suits, and/or blankets/sheets). Provide child with a stuffed animal.
7. Remove respiratory protection and gloves, using caution in handling of these
contaminated items, and leave them on the plastic
8. Pick-up plastic at four corners and place in a scent free garbage disposal bag or other evidence.
9. Label with list of items enclosed, date, time, name of child, and the person who
took the photo and transfer evidence bag to law enforcement officer on scene.
10. Call emergency room/hospital to notify of Meth child transport and ETA.
11. Transport the child(ren) to an appropriate medical facility or allow minor to be
escorted to EMS personnel or other approved transport and taken to the proper
facility for cleaning and examination. Each county in Area V will identify the
clinic and/or local hospital emergency room in their county. The name and phone
number for the designated clinic or hospital will be identified on the on-call
schedule and placed in the on-call bag.

PROCEDURES FOR POST-DECONTAMINATION
When decontamination, medical testing and medical examination have been completed,
Area V staff will be required to complete the "Foster Child Meth Exposure" form with the foster parent at the time of placement; this form will require the signatures and date of the Family Service Worker placing the child as well at the Foster Parents signature and date. The form will be in the "Meth on-call bag". The worker will also be required to provide a copy of this form in the child(ren’s) hard file, a copy to the Health Service Worker, and a copy is to be placed in the child’s Medical Passport.
If children have not yet been decontaminated, Area V staff will assist the foster parents by placing the contaminated clothing in the designated "evidence bags", the worker will be responsible for notifying and getting the evidence bag to law enforcement.
Area V staff will follow Area V protocol and procedure to utilize the DHS-1914, the appropriate approval method etc. The clothing items in need will be identified on the "Foster Child Meth Exposure" form and submitted immediately to the assigned primary worker or County Supervisor for initiating the purchasing process.
